Anybody that says their DB2 system does not have performance problems simply has not taken the time to look. A lack of complaints does not mean everything is well.
The only difference between systems that are running well, and those that run poorly is the magnitude of the performance problems. It is quite possible, that in some cases, the effort to obtain better performance might exceed the gain from the tuning exercise. However, this will be the exception rather than the rule.
